Romanian Naval Authority is committed to fulfil the obligation stipulated by the Directive 2002/59/EC (VTMIS Directive) and Directive 2005/44/EC (RIS Directive) and Directive 2010/65/EU (FAL Directive). Therefore, VTMIS, AIS, SafeSafeNet, RoRIS/Ceeris and other systems concerning the safety of navigation, passengers, ships and cargoes within the maritime waters and inland waterways, were initiated during the last years.
RNA has developed several national systems such as:
AIS - Automatic Identification System of Ships
Connected to the AIS, Romania fulfils the obligations derived from the Directive 2002/59/EC regarding vessels traffic information and monitoring system within EU waters and the obligation derived from IMO International Convention for the Safety of Life at Sea (SOLAS/1974). The Automatic Identification System (AIS) is a short-range coastal tracking system used by or between ships and by Vessel Traffic Services (VTS) for identifying, locating and monitoring vessels, electronically exchanging data, unique identification, position, course, speed, target tracking, awareness situations, etc. In Romania, the AIS system is operational since 2008 and ensures full coverage of the Romanian Black Sea maritime waters.
AIS - Automatic Identification System of Ships - sends data to the Mediterranean server MARE∑, the information being forwarded to EMSA servers. RNA collaborates with Coast Guard using SCOMAR and AIS data.
Constanta VTS - Vessel Traffic Service
Constanta VTS is a modern and complete integrated system for maritime traffic management, functioning within Maritime Co-ordination Center. The purpose of Constanta Vessel Traffic Service (VTS) is to provide active monitoring, information services, traffic organization and navigational assistance for vessels within Constanta VTS Zone.
SafeSeaNet - Electronic Network Ship Safety Reporting System between EU Maritime Administrations
The SafeSeaNet System is an EU network platform for maritime data exchange between maritime administrations or authorities of MS, developed in accordance with the requirements of the Directive 2002/59/EC. The main objective of SafeSeaNet is the harmonization of collection, dissemination and exchange of maritime data at the EU level. The collection, dissemination and exchange of maritime data in an harmonized way at the EU level. RNA has developed a national application in order to connect and exchange information with other Member States via Central SSN Servers. In Romania, the SSN maritime information is directly (automatically) retrieved from the MSW messages. In Romania, SafeSeaNet is fully operational starting 2009. RNA acts as National Competent Authority (NCA), providing to the maritime European Community all four types of notifications: port, ship, hazmat and alert, which are sent to the index server, on regular basis.
LRIT - Long Range Identification and Tracking of Ships (EMSA)
Ships outside AIS radio range can be tracked with the Long Range Identification and Tracking (LRIT) System. The objective of the EU long distance, for enhancing the maritime safety, security, and protection of the marine environment. LRIT is operational since June 2009, in accordance with the IMO performance standards and requirements. The RNA has implemented the LRIT System for monitoring of shipping movements, requesting information on Flag State, Port State, Coastal State SAR activity and maritime environmental protection.
GISIS – Global Integrated Shipping Information System (IMO)
GISIS is a Global Integrated Shipping Information System, a database of the International Maritime Organization (IMO), managing 10 modules for reporting, developed in order to comply with the decisions of IMO Members, regarding the requesting of public access to sets of data collected and stored in off-line databases. The databases are maintained updated by the National Maritime Administrations, directly or by means of submission to the IMO Secretariat. The database provides data and information on: ships monitoring, maritime ports, classification societies of ships, naval accidents, maritime safety and security, port reception facilities for all categories of ship-generated waste, prevention pollution equipments, etc. In Romania, the Ministry of Transports and Infrastructure has delegated the GISIS management to Romanian Naval Authority, for a number of 8 modules.
CleanSeaNet – Satellite Based Surveillance and Monitoring Service for Marine Oil Spill Detection (EMSA)
CSN Service is delivered to the costal Member States by European Commission through the European Maritime Safety Agency (EMSA) in accordance with the provisions of Directive 2005/35/EC.
THETIS - EU (EMSA) a European information system, which supports the New Inspection Regim for Port State Control.
CEERIS - Central & Eastern European Reporting Information System
Out of the whole navigable part of the river, the Romanian sector of the Danube has a length of about 1075 km (44%), being a significant section of the European Transport Corridor VII.
CEERIS is a joint initiative by 8 countries in order to tackle the administrative barriers as well as to reduce the reporting burdens within the concerned region by enabling the vessel operators to fulfil all reporting requirements for a specific voyage/transport by „reporting only once" with „single entering of data".
EuRIS provides route calculations, vessel positions, ETA and ATA calculations as well as user rights and access permissions to CEERIS. In order to use CEERIS for reporting, either a successfully claimed vessel or granted reporting rights for a vessel in EuRIS are required. CEERIS and EuRIS are interconnected and share their user management.
CEERIS aims to reduce administrative barriers and reporting burdens within Inland Navigation step by step with an increasing number of participating Receiving Authorities by enabling efficient and transparent electronic reporting procedures.

• Efficient management of electronic reports: edit, update or cancel submitted reports and communicate with the authorities.
• Authorities as RIS Authorities, Traffic Authorities, Lock Authorities, Port Authorities, Statistics Authorities, Customs Authorities and Border Police entrusted with controlling the fulfilment of reporting obligations receive reports based on the respective national legislation and are enabled to manage the entire reporting process.
• Authority users can retrieve electronic reports by preferred means (email, GUI dashboard, web-hook, API) and in preferred format (XML, PDF, template) and in a preferred language.
