ØShip's certification Department
• provide the survey and certification of ships and offshore drilling units flying the Romanian flag in accordance with the construction and outfitting requirements applicable as per the RNA norms in order to be fit to sail and operate in safe conditions;
• provide survey of ships and offshore drilling units flying the Romanian flag and to issue by means of the authority given by the Romanian Government the documents and certificates required in order to certify the compliance with the provisions of the international conventions to which Romania is a party or intends to apply regarding the safety of ships and navigation, safety of life at sea, cargo safety and prevention of pollution;
• undertake the survey and certification, based on RNA norms of: materials, installations and equipment intended for shipbuilding;
• undertake the survey of the equipment and specific materials manufactured in Romania and intended for export;
• provide on the Romanian territory the survey and certification during construction and repair of the containers and their materials, based on the provisions of the International Convention for Safe Containers, to which Romania is a party, and RNA norms and of other pertinent regulations;
• perform tonnage measurements and to issue tonnage certificates for sea-going and inland waterways vessels in accordance with the international and national regulations in force;
• establish and ensure the forms required for the survey activities (certificates, reports etc.);
• keep the records of the ships.
ØPlan approval of naval, industrial products and market surveillance Department
• analyze and approve the technical and execution documentation for the construction, repair, transformation and upgrading of ships, drilling platforms, containers, and materials and equipment intended for them, for which technical surveillance and certification in accordance with national technical rules is ensured;
• perform the technical supervision and certification of the materials and equipment used for the construction of the ships flying the Romanian flag;
• issue RNA certificates, inspection reports, or endorse the manufacturer's compliance certificates for ship and / or industrial products, equipment, technically supervised materials on production and final samples;
•Manufacturers, laboratory and personnel authorizations department
• Checks and authorizes the economic agents and laboratories for the performance of works in the naval field in accordance with the above-mentioned national technical standards and, respectively, with the quality assurance standards:
- economic agents for the execution of works in the naval and industrial fields;
- economic agents for carrying out ship inspection activities and certifications (safety equipment, fire-fighting equipment, etc.);
- economic agents for conducting underwater inspections on ships;
- Nondestructive testing and analysis laboratories and / or surveys in the naval and industrial fields;
- welding and welding processes for shipbuilding and industrial works;
- laboratories and persons conducting non-destructive examinations and measurements;
ØTechnical Inspections of ships and boats department
• Performs and participates in the Technical Commission for technical supervision and certification, according to the applicable technical construction regulations, according to the destination and the building characteristics, for the exploitation and safe navigation of the vessels in the IT ANR Giurgiu and Bucharest jurisdiction;
• Performs inspections on recreational craft according to the national legislation in force;
ØMarket Surveillance department
• monitoring equipment placed on the market or put into service;
• establishing the measures to be taken by the manufacturer, his authorized representative, importer, distributor or other person responsible for placing the product on the market or putting it into service for compliance, as the case may be.
ØNaval Communications Department:
• administrates and maintains from a technical point of view: the inland vessel monitoring system (RoRIS), the VTMIS maritime systems, the AIS station network, the MRCC equipment;
• administers and maintains, as the National Competent Authority (NCA), the SafeSeaNet national system, the Long Range Vessel Tracking System (LRIT);
• take the necessary steps to obtain agreements, authorizations and licenses in order to operate the legality of the radiocommunication and radionavigation system of the institution;
• participates in national and / or international projects in its field of work and in the working groups of international bodies (EMSA, IMO) on a mandate basis;
• collaborates with the competent departments in order to elaborate or modify the drafts of normative acts, contract documents, contracts, procedure etc.
ØVessels Registration Department
Vessels Registration Department that has the following tasks:
• keeps centralized records of the maritime and inland waterway vessels hoisting the Romanian flag registered by the harbour master's offices, territorial operative bodies of the Romanian Naval Authority.
• registers the vessels that obtained the right to hoist the Romanian flag in the centralized record book, mention the suspension or withdrawal of this right;
• registers the constitution, the transmission or the extinction of the real rights and movables real security and the charges (charters of the vessels, bare-boat contracts, leasing contracts, management contracts) over the vessels hoisting the Romanian flag,
• mentions and deletion of the seizure on the vessels
• registers any changing relating the vessel's name, main technical characteristics of the vessels mentioned in the registries.
• grants the right to fly the Romanian flag, the suspension or withdrawal of this right for the maritime vessel covered by international convention.
• assigns the unique Romanian Naval Authority identification number to the seagoing and inland waterway vessels.
approves the assigning /changing of the vessel's name and changing the registration port.
• assigns the unique European vessel identification number (ENI) to the inland waterway vessels.

oThe Certificate regulated by the provisions of the Council Regulation (EEC) No 3921/91 of 16 December 1991 laying down the conditions under which non-resident carriers may transport goods or passengers by inland waterway within a Member State.
• coordinates methodologically the activity of the personnel with attributions of registration/record of the vessels and recreational craft within the harbour master's offices.
• enter the seagoing and inland waterway vessels that obtained the right to hoist the Romanian flag into the electronic register. Keeps centralized electronic register of the seagoing and inland waterway vessels ("the vessels data base").
• manages the vessels and pleasure craft data base.
