The Port State Control/ Flag State Control (PSC/FSC) activity, within RNA, is performed by a specialized department, duly recognized by the EMSA as complying with the highest standards of the European Union. Romania, through Port State Control Department, is a member of Paris MoU on PSC, as well as member of Black Sea MoU. Romanian Port State Control Officers (PSCOs) are duly selected, trained, qualified, and authorized to carry out Port State Control inspections in accordance with the EU 2009/16/CE Directive on Port State Control and Paris MoU requirements, where Romania became member starting 1st of July 2007. In Romania, the PSC activity is organized in different locations, covering all Romanian maritime ports (Constanta, Midia, Mangalia) and Danube ports (Sulina, Tulcea, Galati, Braila)
Responsibilities
The most important responsibility of PSC Officers is to apply the rules and requirements stipulated in the EU 2009/16/CE Directive on Port State Control, by Paris MoU Manual, PSC instructions and guidelines, and by the Code for the Good Practice. In line with these obligations, the PSCOs are under responsibilities to carry out inspections at the highest quality standards, applying the requirements of the relevant instruments. Main target of RNA's PSC Department is to ships priority one and two, calling Romanian ports, as per fair share responsibilities given to each Member State by the Paris MoU. During the PSC inspections carried out by RNA, "no more favorable treatment" principle is applied in day to day activity.
Targeting
On daily basis, a number of ships calling Romanian maritime ports are selected for Port State Control
inspections. To facilitate such a selection, the New Inspection Regime of THETIS, SSN and BSIS are consulted for acquisition of information on ships particulars and on previous inspections reports carried out within the Memoranda regions. The high risk ships and/or specialized ships (passenger ships, oil tankers, gas carriers chemical tankers, bulk carriers) over 12 years old, as per THETIS database, are subjects for expanded inspection when calling a Romanian port. Under special circumstances, some ships may be subjects for more detailed inspection (expanded inspection on proffesional judgement, if applicable), if overriding or unexpected factors are to be considered.
Information exchange
The results of each inspection and details from inspection reports are recorded in both databases, THETIS and BSIS. The lists of the current detained ships, which are permanently updated for any entity and shipping industry, are available on the Paris MoU and Black Sea MoU websites. The list of banned ships, not allowed to call in any Paris MoU Member State port, is also available at any time.
